Jedn\u00edm z jeho t\u00e9mat byly \u010d\u00ednsk\u00e9 elektromobily, na kter\u00e9 v posledn\u00edch dnech negativn\u011b reaguj\u00ed z\u00e1stupci z \u0159ad EU.<\/strong><!--more--><\/p>\n<p>Hlavn\u00edm bodem kritiky jsou \u010d\u00ednsk\u00e9 st\u00e1tn\u00ed dotace do automobilov\u00e9ho pr\u016fmyslu, d\u00edky nim\u017e mohou b\u00fdt \u010d\u00ednsk\u00e9 elektromobily v\u00fdrazn\u011b levn\u011bj\u0161\u00ed ne\u017e jejich evrop\u0161t\u00ed konkurenti, co\u017e m\u00e1 dopady na cel\u00fd automobilov\u00fd trh.<\/p>\n<p>Ve st\u0159edu 13. z\u00e1\u0159\u00ed p\u0159edsedkyn\u011b Evropsk\u00e9 komise <strong>Ursula Von der Leyen<\/strong> v r\u00e1mci prezentace Stavu EU (SOTEU) deklarovala, \u017ee Evropsk\u00e1 komise zah\u00e1j\u00ed vy\u0161et\u0159ov\u00e1n\u00ed \u010d\u00ednsk\u00fdch st\u00e1tn\u00edch dotac\u00ed pro \u010d\u00ednsk\u00e9 v\u00fdrobce elektromobil\u016f. Vy\u0161et\u0159ov\u00e1n\u00ed m\u00e1 za c\u00edl zjistit, zda \u010d\u00ednsk\u00e9 elektromobily z\u00edsk\u00e1vaj\u00ed neopr\u00e1vn\u011bn\u00e9 st\u00e1tn\u00ed dotace, co\u017e by mohlo ze strany Evropsk\u00e9 unie v\u00e9st k uvalen\u00ed cel na tyto vozy. Podle von der Leyen je glob\u00e1ln\u00ed trh zaplaven levn\u00fdmi \u010d\u00ednsk\u00fdmi elektromobily, jejich\u017e n\u00edzk\u00e1 cena je udr\u017eov\u00e1na st\u00e1tn\u00edmi dotacemi, co\u017e naru\u0161uje trh EU.<\/p>\n<p><strong>Francie je pro clo, N\u011bmecko je zdr\u017eenliv\u00e9<\/strong><\/p>\n<p>Tvrd\u00fd postoj v\u016f\u010di \u010c\u00edn\u011b vyzn\u00e1v\u00e1 p\u0159edev\u0161\u00edm Francie. Tamn\u00ed ministr financ\u00ed Bruno Le Maire pova\u017euje zah\u00e1jen\u00ed vy\u0161et\u0159ov\u00e1n\u00ed za spr\u00e1vn\u00fd krok a je podle n\u011bj nutn\u00e9 p\u0159ijmout odvetn\u00e1 opat\u0159en\u00ed, pokud se prok\u00e1\u017ee, \u017ee \u010d\u00ednsk\u00e9 st\u00e1tn\u00ed dotace nejsou v\u00a0souladu s\u00a0pravidly mezin\u00e1rodn\u00edho obchodu. Nejlogi\u010dt\u011bj\u0161\u00edm krokem podle n\u011bj bude zaveden\u00ed cla.<\/p>\n<p>Opatrn\u011bj\u0161\u00ed postoj zauj\u00edm\u00e1 N\u011bmecko. Pro na\u0161e z\u00e1padn\u00ed sousedy je toti\u017e \u010c\u00edna strategick\u00fdm partnerem pro export a zahrani\u010dn\u00ed investice. Podle \u010desk\u00e9ho europoslance <strong>Ond\u0159eje Kova\u0159\u00edka<\/strong>, kter\u00fd je \u010dlenem V\u00fdboru pro dopravu a cestovn\u00edho ruch, si mus\u00ed EU nejprve ur\u010dit vlastn\u00ed priority a jasn\u011b si vymezit postoj, se kter\u00fdm do dialogu s\u00a0\u010c\u00ednou p\u016fjde.<\/p>\n<p>\u201e<em>V r\u00e1mci Evropsk\u00e9 unie je nutn\u00e9 si v\u00a0souvislosti s\u00a0elektromobily vyjasnit dilema, kter\u00e9 je s\u00a0t\u00edmto t\u00e9matem spojen\u00e9. Masivn\u00ed podporou elektromobil\u016f jsme se vman\u00e9vrovali do velmi slo\u017eit\u00e9 situace, kter\u00e9 \u010c\u00edna vyu\u017e\u00edv\u00e1. Je j\u00ed jasn\u00e9, \u017ee aby se elektromobily v\u00edce prod\u00e1valy, mus\u00ed byt cenov\u011b dostupn\u00e9. A vyu\u017e\u00edv\u00e1 v\u0161ech mo\u017enosti pro to, aby toho dos\u00e1hla a p\u0159edb\u011bhla evropsk\u00e9 v\u00fdrobce. Nav\u00edc nejde jen o cel\u00e9 vozy. \u010c\u00edna vyr\u00e1b\u00ed celou \u0159adu kl\u00ed\u010dov\u00fdch komponent\u016f a p\u0159edev\u0161\u00edm produkuje v\u00edce ne\u017e polovinu sv\u011btov\u00fdch bateri\u00ed do vozidel obsahuj\u00edc\u00edch lithium. Disponuje nejv\u011bt\u0161\u00edmi zpracovatelsk\u00fdmi kapacitami na sv\u011bt\u011b, a p\u0159ibli\u017en\u011b \u0161edes\u00e1t procent sv\u011btov\u00e9 produkce lithia se pr\u00e1v\u011b v \u010c\u00edn\u011b upravuje,\u201c <\/em>popisuje situaci Kova\u0159\u00edk a dod\u00e1v\u00e1:<\/p>\n<p><em>\u00a0<\/em><em>\u201eJe tedy ot\u00e1zkou, jestli si nep\u0159iznat, \u017ee n\u00e1stup elektromobility v Evrop\u011b nebude zdaleka tak raketov\u00fd a n\u00e1razov\u00fd, jak si n\u011bkte\u0159\u00ed politici v Bruselu p\u0159edstavovali, proto\u017ee mimo jin\u00e9 vytv\u00e1\u0159\u00ed nezdravou z\u00e1vislost na dovozu materi\u00e1lu a d\u00edl\u016f z\u00a0\u010c\u00edny<\/em>.\u201c<\/p>\n<p><strong>\u010c\u00edna hroz\u00ed odvetou<\/strong><\/p>\n<p>Asijsk\u00fd gigant, kter\u00fd do automobilov\u00e9ho pr\u016fmyslu ro\u010dn\u011b vlo\u017e\u00ed a\u017e sto miliard dolar\u016f, varuje Evropskou unii p\u0159ed obstruk\u010dn\u00edmi kroky. Nejv\u011bt\u0161\u00ed v\u00fdrobce bateri\u00ed pro elektromobily obvi\u0148uje Brusel z\u00a0protekcionismu a hroz\u00ed odvetou. Jestli\u017ee bude na \u010d\u00ednsk\u00e1 vozidla zavedeno clo nebo v\u00fdrazn\u011b vy\u0161\u0161\u00ed dan\u011b, evrop\u0161t\u00ed p\u0159edstavitel\u00e9 se ob\u00e1vaj\u00ed, \u017ee by mohl nastat velk\u00fd probl\u00e9m s\u00a0dod\u00e1vkami \u010d\u00ednsk\u00fdch sou\u010d\u00e1stek, kter\u00e9 jsou na evropsk\u00e9m automobilov\u00e9m trhu nezbytn\u00e9. Cel\u00fd trh by tak byl paralyzov\u00e1n.<\/p>\n<p>\u201e<em>Pokud existuje d\u016fvodn\u00e9 podez\u0159en\u00ed na nekalou konkurenci, je dob\u0159e, \u017ee vy\u0161et\u0159ov\u00e1n\u00ed prob\u011bhne. Na z\u00e1klad\u011b jeho v\u00fdsledk\u016f m\u016f\u017ee Evropa podniknout dal\u0161\u00ed kroky. Ale samotn\u00e9 vy\u0161et\u0159ov\u00e1n\u00ed nesta\u010d\u00ed. Pot\u0159ebujeme jasnou strategii dal\u0161\u00edho postupu. V\u010detn\u011b p\u0159izn\u00e1n\u00ed si toho, \u017ee Evropsk\u00e1 unie v t\u00e9to ot\u00e1zce postupovala naivn\u011b. \u010c\u00edna je obrovsk\u00fd st\u00e1t, kter\u00fd t\u011b\u017e\u00ed ze sv\u00e9 polohy. Dlouh\u00e1 l\u00e9ta se soust\u0159ed\u00ed na z\u00edsk\u00e1v\u00e1n\u00ed a zpracov\u00e1n\u00ed zdroj\u016f, kter\u00e9 jinde ve sv\u011bt\u011b nejsou, a t\u00edm p\u00e1dem m\u00e1 v mnoha oblastech silnou pozici. V r\u00e1mci elektromobility je nepom\u011br mezi \u010c\u00ednou a Evropou obrovsk\u00fd a Evropa je na \u010d\u00ednsk\u00fdch materi\u00e1lech a sou\u010d\u00e1stk\u00e1ch naprosto z\u00e1visl\u00e1.
