V dopise spolek dokl\u00e1d\u00e1, \u017ee z\u00e1kaz je kontraproduktivn\u00ed c\u00edl\u016fm dekarbonizace a ohroz\u00ed \u010desk\u00fd pr\u016fmysl a celou ekonomiku.\u00a0<\/strong><\/div>\n<p><!--more--><\/p>\n<p>V\u00e1\u017een\u00fd pane p\u0159edsedo vl\u00e1dy,<\/p>\n<p>Evropsk\u00fd parlament schv\u00e1lil 14. 2. z\u00e1kaz registrace nov\u00fdch osobn\u00edch vozidel se spalovac\u00edmi motory\u00a0 v zem\u00edch EU od roku 2035. Toto rozhodnut\u00ed podl\u00e9h\u00e1 je\u0161t\u011b schv\u00e1len\u00ed Rady Evropsk\u00e9 unie, tak\u017ee st\u00e1le existuje \u0161ance na jeho revizi.<\/p>\n<p>Proto n\u00e1m dovolte jm\u00e9nem think tanku Realistick\u00e1 energetika a ekologie pod\u011blit se o obavy, kter\u00e9 v n\u00e1s toto na\u0159\u00edzen\u00ed vyvol\u00e1v\u00e1:<\/p>\n<p>o navzdory proklamac\u00edm nep\u0159inese sn\u00ed\u017een\u00ed glob\u00e1ln\u00ed produkce sklen\u00edkov\u00fdch plyn\u016f;<br \/>\no zvy\u0161uje z\u00e1vislost na dovozu z\u00e1kladn\u00edch materi\u00e1l\u016f z nedemokratick\u00fdch zem\u00ed;<br \/>\no v jeho d\u016fsledku se sn\u00ed\u017e\u00ed konkurenceschopnost evropsk\u00e9ho pr\u016fmyslu;<br \/>\no nen\u00ed technologicky neutr\u00e1ln\u00ed a br\u00e1n\u00ed p\u0159irozen\u00e9mu rozvoji dopravn\u00edch technologi\u00ed;<br \/>\no hroz\u00ed zp\u016fsobit ekonomickou stagnaci a\u017e recesi se zna\u010dn\u00fdmi soci\u00e1ln\u00edmi dopady;<br \/>\no omez\u00ed individu\u00e1ln\u00ed mobilitu, t\u00edm i v\u00fdznamnou \u010d\u00e1st osobn\u00edch svobod.<\/p>\n<p>V z\u00e1jmu \u017eivotn\u00edho prost\u0159ed\u00ed, zejm\u00e9na s ohledem i na p\u0159edb\u011b\u017enou opatrnost v\u016f\u010di obav\u00e1m z antropogenn\u00edho vlivu na zm\u011bnu klimatu, ale tak\u00e9 s ohledem na soci\u00e1ln\u00ed a ekonomickou stabilitu \u010dlensk\u00fdch zem\u00ed EU je \u017e\u00e1douc\u00ed toto dle na\u0161eho n\u00e1zoru chybn\u00e9 rozhodnut\u00ed v sou\u010dasn\u00e9 podob\u011b<br \/>\nodm\u00edtnout a revidovat ho na z\u00e1klad\u011b dosud neexistuj\u00edc\u00edch dopadov\u00fdch studi\u00ed.<\/p>\n<p>P\u0159i hled\u00e1n\u00ed cest k omezen\u00ed sklen\u00edkov\u00fdch plyn\u016f vznikl\u00fdch spalov\u00e1n\u00edm fosiln\u00edch paliv p\u0159itom ponech\u00e1v\u00e1me stranou kontroverzn\u00ed debatu o skute\u010dn\u00e9m vlivu t\u011bchto antropogenn\u00edch emis\u00ed. Je ale z\u00e1sadn\u00ed ot\u00e1zkou, jak\u00fd je pom\u011br t\u011b\u017ek\u00fdch celospole\u010densk\u00fdch n\u00e1klad\u016f zem\u00ed Evropsk\u00e9 unie ve srovn\u00e1n\u00ed s teoretick\u00fdm p\u0159\u00ednosem navr\u017een\u00e9ho na\u0159\u00edzen\u00ed EU, kter\u00e9 si klade za c\u00edl omezit emise ze silni\u010dn\u00ed dopravy v zem\u00edch Unie. Ty se v\u0161ak na celosv\u011btov\u00fdch emis\u00edch z lidsk\u00e9 \u010dinnosti pod\u00edl\u00ed do 10 % a silni\u010dn\u00ed doprava z toho jen p\u011btinou.<\/p>\n<p>Neprovedlo se holistick\u00e9 technologicky neutr\u00e1ln\u00ed posouzen\u00ed, tedy prov\u011b\u0159en\u00ed dopad\u016f v cel\u00e9m \u017eivotn\u00edm cyklu od v\u00fdroby a\u017e po slo\u017eitou recyklaci. P\u0159itom je nezbytn\u00e9 zapo\u010d\u00edtat emisn\u00ed faktory v m\u00edst\u011b v\u00fdroby vozidel, a to zejm\u00e9na pokud jde o produkci baterie, nelze se spokojit jen s tzv. nulov\u00fdmi emisemi spojen\u00fdmi s provozem elektrick\u00fdch aut. Pou\u017eiteln\u00e1 \u201ebezemisn\u00ed\u201c vozidla ve smyslu z\u00e1kazu spalovac\u00edch motor\u016f, dostupn\u00e1 ve v\u011bt\u0161\u00edm po\u010dtu po roce 2035, budou z\u0159ejm\u011b jen bateriov\u00e1, nebo\u0165 vod\u00edkov\u00e1 vozidla spolu s pot\u0159ebnou infrastrukturou vy\u017eaduj\u00ed pro v\u011bt\u0161\u00ed nasazen\u00ed je\u0161t\u011b zna\u010dn\u00fd v\u00fdvoj.<\/p>\n<p>\u010cetn\u00e9 studie nez\u00e1visl\u00fdch organizac\u00ed, nap\u0159. GreenNCAP certifikovan\u00e9 presti\u017en\u00edm Institutem Paula Scherrera ve \u0160v\u00fdcarsku, p\u0159itom ukazuj\u00ed, \u017ee i za optimistick\u00fdch budouc\u00edch emisn\u00edch faktor\u016f n\u00e1rodn\u00ed v\u00fdroby elektrick\u00e9 energie nen\u00ed p\u0159\u00ednos \u010dist\u011b bateriov\u00fdch vozidel velk\u00fd, pokud nast\u00e1v\u00e1 v\u016fbec. P\u0159itom je nutno srovn\u00e1vat vozidla stejn\u00e9 velikosti za zm\u011b\u0159en\u00fdch re\u00e1ln\u00fdch provozn\u00edch podm\u00ednek. Nap\u0159. men\u0161\u00ed elektromobil VW ID.3 vyk\u00e1zal za dobu \u017eivotnosti se zapo\u010dten\u00edm v\u00fdroby a recyklace s pr\u016fm\u011brn\u00fdm emisn\u00edm faktorem 282 g CO2-eq\/kWh (jeho\u017e snad EU dos\u00e1hne b\u011bhem n\u00e1sleduj\u00edc\u00edch 15 let) asi 32 t ekvivalentu CO2, z \u010deho\u017e cca 25 % p\u0159ipad\u00e1 na v\u00fdrobu baterie, 25 % na v\u00fdrobu vozidla a 50 % na provoz. Naproti tomu v\u011bt\u0161\u00ed naftov\u00e1 \u0160koda Octavia Combi dos\u00e1hla cca 42 t CO2.<\/p>\n<p>Sta\u010d\u00ed v\u0161ak pou\u017e\u00edt pro tyto v\u0161echny polo\u017eky skute\u010dn\u00fd emisn\u00ed faktor \u010cesk\u00e9 republiky k tomu, aby emise obou vozidel byly stejn\u00e9 (cca 48 t CO2). P\u0159i re\u00e1ln\u00e9 v\u00fdrob\u011b materi\u00e1l\u016f a \u010dl\u00e1nk\u016f bateri\u00ed v levn\u00e9 \u010c\u00edn\u011b je pak i mal\u00fd elektromobil emisn\u011b podstatn\u011b hor\u0161\u00ed, a to p\u0159i vysok\u00e9 cen\u011b a p\u0159i n\u00edzk\u00e9 u\u017eitn\u00e9 hodnot\u011b (dojezd, probl\u00e9my zimn\u00edho provozu, potenci\u00e1ln\u00ed nebezpe\u010d\u00ed po\u017e\u00e1ru atp.).<\/p>\n<p>Co se zdrav\u00ed \u0161kodliv\u00fdch emis\u00ed t\u00fd\u010de, je zn\u00e1mo, \u017ee p\u0159i adekv\u00e1tn\u00ed kontrole v provozu vozidel jsou opat\u0159en\u00ed ji\u017e podle Euro 6 v\u00edce ne\u017e dostate\u010dn\u00e1.<br \/>\nCena bez dotac\u00ed je u men\u0161\u00edch bateriov\u00fdch vozidel o 100 procent, u v\u011bt\u0161\u00edch o 35 procent v\u011bt\u0161\u00ed proti vozidl\u016fm se spalovac\u00edmi motory. V\u00fdvoj cen nedostatkov\u00fdch materi\u00e1l\u016f ani komponent neslibuje \u017e\u00e1dn\u00fddlouhodob\u00fd pokles.<\/p>\n<p>Koncept velmi urychlen\u00e9ho p\u0159echodu na \u010dist\u011b elektrick\u00e1 vozidla nezohled\u0148uje skute\u010dnost, \u017ee v d\u016fsledku zcela rozd\u00edln\u00e9 kupn\u00ed s\u00edly si drah\u00e1 elektrick\u00e1 auta nem\u016f\u017ee dovolit podstatn\u00e1 \u010d\u00e1st obyvatel zem\u00ed EU (s d\u016frazem na st\u00e1ty st\u0159edn\u00ed a v\u00fdchodn\u00ed Evropy v\u010detn\u011b \u010cR). Proto se v mnoha zem\u00edch EU v\u010detn\u011b \u010ceska zvy\u0161uje pr\u016fm\u011brn\u00e9 st\u00e1\u0159\u00ed vozidel. To je nepochybn\u011b v p\u0159\u00edkr\u00e9m rozporu s enviroment\u00e1ln\u00edmi<br \/>\nc\u00edli kritizovan\u00e9ho na\u0159\u00edzen\u00ed.<\/p>\n<p>Situace je o to hor\u0161\u00ed, \u017ee platn\u00e9 na\u0159\u00edzen\u00ed EU pro v\u00fdrobce vedlo k ne\u017e\u00e1douc\u00edmu zv\u00fd\u0161en\u00ed pod\u00edlu v\u00fdroby velk\u00fdch elektrick\u00fdch osobn\u00edch aut. Toto na\u0159\u00edzen\u00ed stanovilo maxim\u00e1ln\u00ed flotilov\u00fd pr\u016fm\u011br emis\u00ed sklen\u00edkov\u00fdch plyn\u016f v podob\u011b ekvivalentu CO2 na km u prodan\u00fdch vozidel. Jeho p\u0159ekro\u010den\u00ed je citeln\u011b pokutov\u00e1no.<\/p>\n<p>Velk\u00e9 elektromobily sice zaji\u0161\u0165uj\u00ed pot\u0159ebn\u00e9 nav\u00fd\u0161en\u00ed zisku z prodeje p\u0159i fiktivn\u00edch nulov\u00fdch emis\u00edch, ale neumo\u017e\u0148uj\u00ed skute\u010dn\u011b p\u0159\u00ednosn\u00e9 vyu\u017eit\u00ed elektromobility pro m\u011bstsk\u00fd a p\u0159\u00edm\u011bstsk\u00fd provoz s omezen\u00fdm dojezdem. Skute\u010dn\u00e9 celo\u017eivotn\u00ed emise v\u011bt\u0161\u00edho elektromobilu typu \u0160koda Enyaq<br \/>\np\u0159esahuj\u00ed 50 t CO2, tak\u017ee takov\u00fd elektromobil podm\u00ednky pro sklen\u00edkov\u00fd efekt prokazateln\u011b zhor\u0161uje.<\/p>\n<p>Na vysok\u00e9 ceny, nevhodnou nab\u00eddku v\u00fdrobc\u016f, vynucenou zm\u00edn\u011bn\u00fdm platn\u00fdm na\u0159\u00edzen\u00edm EU, i na sn\u00ed\u017eenou u\u017eitnou hodnotu ji\u017e trh v EU reaguje. Klesaj\u00ed podstatn\u011b prodeje v po\u010dtu kus\u016f nov\u00fdch automobil\u016f, i kdy\u017e se zat\u00edm zvy\u0161uje zisk. To je v\u0161ak zp\u016fsobeno jinak ne\u017e\u00e1douc\u00edm n\u00e1r\u016fstem pod\u00edlu nejv\u011bt\u0161\u00edch typ\u016f a jejich prodejem podnik\u016fm s podporou dotac\u00ed a fisk\u00e1ln\u00edch opat\u0159en\u00ed. Po z\u00e1konit\u00e9m poklesu tohoto p\u0159echodn\u00e9ho zisku se zhor\u0161\u00ed hospod\u00e1\u0159sk\u00e9 v\u00fdsledky automobilov\u00e9ho pr\u016fmyslu v \u0159ad\u011b st\u00e1t\u016f EU, co\u017e prioritn\u011b plat\u00ed pro \u010ceskou republiku, kde je tento resort kl\u00ed\u010dovou slo\u017ekou n\u00e1rodn\u00edho hospod\u00e1\u0159stv\u00ed.<\/p>\n<p>Prodej elektromobil\u016f tedy vy\u017eaduje masivn\u00ed dota\u010dn\u00ed podporu nejen do\u010dasn\u011b pro pochopiteln\u00fd rozb\u011bh nov\u00fdch technologi\u00ed, ale tak\u00e9 dlouhodob\u011b pro udr\u017een\u00ed prodeje elektromobil\u016f na vnit\u0159n\u00edm trhu EU, co\u017e je jist\u011b metoda pro st\u00e1tn\u00ed rozpo\u010dty trvale neudr\u017eiteln\u00e1. I z v\u00fdrok\u016f m\u00edstop\u0159edsedy EK Franse Timmermanse je z\u0159ejm\u00e9, \u017ee pro zem\u011b s ni\u017e\u0161\u00ed kupn\u00ed silou jako \u010cR se po\u010d\u00edt\u00e1 hlavn\u011b s dovozem levn\u011bj\u0161\u00edch ojet\u00fdch elektrick\u00fdch aut. Tam je problematick\u00e1 z\u016fstatkov\u00e1 \u017eivotnost baterie.<\/p>\n<p>Exportem ojetin si z\u00e1padn\u00ed zem\u011b EU zjevn\u011b budou sou\u010dasn\u011b cht\u00edt \u0159e\u0161it probl\u00e9m dom\u00e1c\u00ed recyklace. Ta je zejm\u00e9na s ohledem na baterii dosud procesn\u011b a ekonomicky nezvl\u00e1dnut\u00e1. Po\u017eadavky na prost\u0159edky n\u00e1pravy mus\u00ed tedy vz\u00edt v \u00favahu jak pot\u0159eby vnit\u0159n\u00edho trhu EU a \u017eivotn\u00ed<br \/>\nprost\u0159ed\u00ed v unijn\u00edch zem\u00edch, tak glob\u00e1ln\u00ed dopady, a to zejm\u00e9na p\u0159i cht\u011bn\u00e9m nebo i spont\u00e1nn\u00edm p\u0159esunu v\u00fdroby do jin\u00fdch \u010d\u00e1st\u00ed sv\u011bta. Nesm\u00ed se tak\u00e9 zapom\u00ednat na export automobil\u016f jako\u017eto high\u0002tech v\u00fdrobk\u016f z EU do jin\u00fdch \u010d\u00e1st\u00ed sv\u011bta, kter\u00fd bu\u010f nen\u00ed na evropsk\u00fd klimatick\u00fd extremismus p\u0159ipraven (rozv\u00edjej\u00edc\u00ed se trhy), nebo s n\u00edm souhlas\u00ed jen \u010d\u00e1ste\u010dn\u011b (USA, Japonsko).<\/p>\n<p>Zat\u00edm se k l\u00edtosti i \u0161kod\u011b zem\u00ed EU jedn\u00e1 p\u0159edev\u0161\u00edm o ideologicky podlo\u017een\u00e9, v dostate\u010dn\u00e9 m\u00ed\u0159e nevyzkou\u0161en\u00e9 a na nejist\u00fdch energetick\u00fdch zdroj\u00edch stoj\u00edc\u00ed rozhodnut\u00ed o elektromobilit\u011b bez kompromis\u016f. Elektromobily sice za provozu emise t\u00e9m\u011b\u0159 neprodukuj\u00ed, ov\u0161em jejich \u201ev\u00fdfuk\u201c je dosud ve v\u011bt\u0161in\u011b unijn\u00edch zem\u00ed dle jejich energetick\u00e9ho mixu p\u0159esunut do m\u00e9n\u011b viditeln\u00fdch, ale stejn\u011b<br \/>\np\u016fsob\u00edc\u00edch zdroj\u016f.<\/p>\n<p>Nutn\u00e9 bude zna\u010dn\u00e9 pos\u00edlen\u00ed v\u00fdroby elektrick\u00e9 energie. Zm\u011bny v energetick\u00e9m sektoru sm\u011brem ke zd\u00e1nliv\u011b bezemisn\u00edm obnoviteln\u00fdm zdroj\u016fm energie (OZE), av\u0161ak s p\u0159eru\u0161ovanou a nestabiln\u00ed dod\u00e1vkou, tento probl\u00e9m bez dal\u0161\u00edch opat\u0159en\u00ed ne\u0159e\u0161\u00ed. I v jejich p\u0159\u00edpad\u011b je p\u0159itom nutn\u00e9 zapo\u010d\u00edtat emise b\u011bhem cel\u00e9ho \u017eivotn\u00edho cyklu, kter\u00e9 nejsou zdaleka zanedbateln\u00e9 p\u0159i nutnosti vyu\u017e\u00edvat plo\u0161n\u011b rozpt\u00fdlen\u00e9 energetick\u00e9 toky a nav\u00edc jejich nest\u00e1lou kapacitu pat\u0159i\u010dn\u011b a draze z\u00e1lohovat.<\/p>\n<p>V t\u00e9to souvislosti je \u017e\u00e1douc\u00ed p\u0159ipomenout nutnost kone\u010dn\u00e9ho rozhodnut\u00ed o postaven\u00ed nepostradateln\u00e9 jadern\u00e9 energetiky, nutn\u00e9 jako zdroj st\u00e1l\u00e9ho v\u00fdkonu a kompenzace dlouhodob\u00fdch v\u00fdpadk\u016f obnoviteln\u00fdch zdroj\u016f zejm\u00e9na v nejn\u00e1ro\u010dn\u011bj\u0161\u00edm zimn\u00edm obdob\u00ed.<\/p>\n<p>V platn\u00fdch na\u0159\u00edzen\u00edch a sm\u011brnic\u00edch EU jsme sv\u011bdky nekoordinovan\u00e9 akce v\u016f\u010di v\u00fdrobc\u016fm na jedn\u00e9 stran\u011b a st\u00e1t\u016fm na stran\u011b druh\u00e9. U v\u00fdrobc\u016f se na\u0159\u00edzen\u00edm omezuj\u00ed flotilov\u00e9 pr\u016fm\u011bry sklen\u00edkov\u00fdch plyn\u016f z prodan\u00fdch vozidel na z\u00e1klad\u011b fiktivn\u00edch \u010d\u00edsel, vedouc\u00ed k preferenci elektromobil\u016f. Naproti tomu nelze splnit c\u00edle elektrifikace dopravy, jestli\u017ee plat\u00ed unijn\u00ed po\u017eadavky na \u010dlensk\u00e9 st\u00e1ty EU, aby ve<br \/>\nsv\u00fdch klimaticko-energetick\u00fdch pl\u00e1nech splnily povinn\u00e9 pod\u00edly OZE, ov\u0161em jadern\u00e1 energetika se do<br \/>\nt\u00e9to bilance st\u00e1le je\u0161t\u011b nezapo\u010d\u00edt\u00e1v\u00e1.<\/p>\n<p>Pro pr\u016fmyslov\u00e9 strategie je velmi d\u016fle\u017eit\u00fd stanovit jasnou vizi, jak co do obsahu, tak do \u010dasov\u00e9ho r\u00e1mce, zn\u00e1m\u00e9ho s velk\u00fdm p\u0159edstihem. O to v\u00edce to plat\u00ed pro r\u016fzn\u00e1 opat\u0159en\u00ed, kter\u00e1 maj\u00ed dlouhodob\u00fd dopad a ohro\u017euj\u00ed konkurenceschopnost, pokud jsou zav\u00e1d\u011bna jednostrann\u011b a un\u00e1hlen\u011b, jak je v sou\u010dasnosti v EU bohu\u017eel zvykem. Na\u0159\u00edzen\u00ed platn\u00e1 v EU by m\u011bla stanovit technologicky neutr\u00e1ln\u00ed opat\u0159en\u00ed, spl\u0148uj\u00edc\u00ed c\u00edle na z\u00e1klad\u011b rozumn\u00e9ho kompromisu, nikoli z\u00e1kazem variant ve prosp\u011bch jedin\u00e9ho \u0159e\u0161en\u00ed s extr\u00e9mn\u00edmi parametry. Ka\u017ed\u00fd spole\u010densky p\u0159ijateln\u00fd z\u00e1kaz vy\u017eaduje v demokracii konsensus, zalo\u017een\u00fd na porovn\u00e1n\u00ed mo\u017en\u00fdch vyzkou\u0161en\u00fdch \u0159e\u0161en\u00ed, posouzen\u00fdch v cel\u00e9 \u0161\u00ed\u0159i dopad\u016f.<\/p>\n<p>Z hlediska na\u0161ich eurounijn\u00edch svobodn\u00fdch a demokratick\u00fdch spole\u010dnost\u00ed je nutno se ob\u00e1vat, \u017ee rozhodnut\u00ed Evropsk\u00e9ho parlamentu pravd\u011bpodobn\u011b podstatn\u011b omez\u00ed individu\u00e1ln\u00ed dopravu osobn\u00edmi automobily a ud\u011bl\u00e1 z n\u00ed z\u0159ejm\u011b hmotn\u00fd statek a v\u00fdhodu jen pro vy\u0161\u0161\u00ed vrstvy. Sou\u010dasn\u011b zav\u00e1d\u011bn\u00e1, v tomto dopise nezm\u00edn\u011bn\u00e1 opat\u0159en\u00ed sm\u011b\u0159uj\u00edc\u00ed do segmentu n\u00e1kladn\u00edch vozidel a autobus\u016f z\u00e1sadn\u011b zdra\u017e\u00ed ve\u0161kerou vnit\u0159n\u00ed dopravu v zem\u00edch EU, v\u010detn\u011b hromadn\u00e9 p\u0159epravy, je\u017e by m\u011bla z\u0159ejm\u011b ve v\u011bt\u0161\u00ed m\u00ed\u0159e nahradit dopravu individu\u00e1ln\u00ed.<\/p>\n<p>D\u016fsledky rostouc\u00edho soci\u00e1ln\u00edho nap\u011bt\u00ed ve spole\u010dnosti, vyvolan\u00e9 podobn\u00fdmi rozhodnut\u00edmi, je \u017e\u00e1douc\u00ed velmi pe\u010dliv\u011b zv\u00e1\u017eit.
