Zat\u00edmco elektrokola se na celkov\u00e9 nehodovosti kol pod\u00edl\u00ed n\u011bkolika procenty, elektrokolob\u011b\u017eky v nehodovosti n\u00e1sobn\u011b p\u0159evy\u0161uj\u00ed ty klasick\u00e9. <\/strong><!--more--><\/p>\n<p>Pro vybran\u00e9 siln\u00e9 typy elektrokolob\u011b\u017eek za\u010dnou kv\u016fli po\u010dtu nehod platit od roku 2024 nov\u00e1 pravidla \u2013 budou muset m\u00edt tzv. povinn\u00e9 ru\u010den\u00ed a zva\u017euj\u00ed se i klasick\u00e9 registra\u010dn\u00ed zna\u010dky. Podle aktu\u00e1ln\u00edho pr\u016fzkumu \u010cesk\u00e9 asociace poji\u0161\u0165oven by u nich \u010ce\u0161i SPZ uv\u00edtali, pro je 63 %.<\/p>\n<p>Provozovatel\u00e9 siln\u00fdch elektrokolob\u011b\u017eek si budou muset od ledna 2024 z\u0159\u00eddit povinn\u00e9 poji\u0161t\u011bn\u00ed odpov\u011bdnosti z provozu vozidla. Vypl\u00fdv\u00e1 to z Motorov\u00e9 sm\u011brnice Evropsk\u00e9ho parlamentu a Rady 2021\/2118. Novinka se bude t\u00fdkat elektrokolob\u011b\u017eek s elektrick\u00fdm motorem p\u0159ekra\u010duj\u00edc\u00ed rychlost 25 kilometr\u016f za hodinu nebo na ty, kter\u00e9 v\u00e1\u017e\u00ed v\u00edc ne\u017e 25 kilogram\u016f a z\u00e1rove\u0148 jezd\u00ed rychleji ne\u017e 14 kilometr\u016f za hodinu.<\/p>\n<p>\u201eVn\u00edm\u00e1me jako velmi spr\u00e1vn\u00e9 vymezen\u00ed povinnosti na siln\u00e9 elektrokolob\u011b\u017eky, jejich\u017e v\u00fdkon lze p\u0159irovnat k mal\u00fdm motork\u00e1m. C\u00edlem je nastavit pravidla pro od\u0161kod\u0148ov\u00e1n\u00ed p\u0159i nehod\u00e1ch, kter\u00e9 u siln\u00fdch elektrokolob\u011b\u017eek mohou m\u00edt v\u00e1\u017en\u00e9 n\u00e1sledky na majetku i na zdrav\u00ed. Nen\u00ed ale zdaleka nutn\u00e9 podobn\u00e1 pravidla p\u0159en\u00e1\u0161et na cel\u00fd segment, pro slab\u0161\u00ed motory velmi dob\u0159e poslou\u017e\u00ed poji\u0161t\u011bn\u00ed obecn\u00e9 odpov\u011bdnosti,\u201c uv\u00e1d\u00ed v\u00fdkonn\u00fd \u0159editel \u010cesk\u00e9 asociace poji\u0161\u0165oven Jan Matou\u0161ek.<\/p>\n<p><strong>Elektronehod je st\u00e1le v\u00edce<\/strong><\/p>\n<p>\u010ce\u0161i jsou toti\u017e n\u00e1rodem cyklist\u016f a kolob\u011b\u017ek\u00e1\u0159\u016f. Podle aktu\u00e1ln\u00edho pr\u016fzkumu \u010cesk\u00e9 asociace poji\u0161\u0165oven na nich jezd\u00ed alespo\u0148 n\u011bkolikr\u00e1t do m\u011bs\u00edce 37 %, p\u00e1rkr\u00e1t do roka na nich vyraz\u00ed dal\u0161\u00edch 21 %.<\/p>\n<p>S j\u00edzdou ale souvis\u00ed i nehody. Po\u010det v\u0161ech nehod na kolech je podle dat pom\u011brn\u011b stabiln\u00ed a pohybuje se okolo 3 800 nehod za rok, u kolob\u011b\u017eek ale za posledn\u00edch 5 let vzrostl desetkr\u00e1t. A zat\u00edmco v p\u0159\u00edpad\u011b cyklist\u016f tvo\u0159\u00ed elektronehody asi 13 % v\u0161ech nehod na kolech, po\u010det nehod na elektrokolob\u011b\u017ek\u00e1ch je v\u00edce ne\u017e dvojn\u00e1sobn\u00fd oproti t\u011bm na b\u011b\u017en\u00fdch kolob\u011b\u017ek\u00e1ch. \u201ePostupn\u011b doch\u00e1z\u00ed k tomu, \u017ee \u010d\u00e1st dopravn\u00edch nehod v minulosti zp\u016fsoben\u00e1 klasick\u00fdmi koly, tedy t\u011bmi bez pomocn\u00e9ho pohonu, se v \u010dase postupn\u011b p\u0159esouv\u00e1 do segmentu elektro. V p\u0159\u00edpad\u011b kolob\u011b\u017eek je ale viditeln\u00fd r\u016fst celkov\u00e9 nehodovosti a v segmentu elektro dokonce velmi v\u00fdznamn\u00fd. Samoz\u0159ejm\u011b m\u00e1 velk\u00fd vliv tak\u00e9 to, \u017ee nehody na kolob\u011b\u017ek\u00e1ch \u010dasto nemus\u00ed b\u00fdt \u0159e\u0161eny za pomoci Policie \u010cR. Trend je ale z\u0159ejm\u00fd,\u201c vysv\u011btluje Petr Jedli\u010dka, analytik \u010cesk\u00e9 kancel\u00e1\u0159e pojistitel\u016f. Meziro\u010dn\u00ed r\u016fst v segmentu elektrokolob\u011b\u017eek \u010dinil v roce 2022 68 %, u klasick\u00fdch kolob\u011b\u017eek 28 %.<\/p>\n<p><strong>Siln\u00e9 elektrokolob\u011b\u017eky a registrace?<\/strong><\/p>\n<p>Krom\u011b povinnosti m\u00edt na siln\u00e9 elektrokolob\u011b\u017eky sjednan\u00e9 povinn\u00e9 ru\u010den\u00ed se diskutuje, \u017ee budou jejich majitel\u00e9 muset sv\u00e9 stroje tak\u00e9 zaregistrovat. Pr\u00e1v\u011b SPZ p\u0159itom \u010ce\u0161i pova\u017euj\u00ed za dobr\u00e9 \u0159e\u0161en\u00ed \u2013 souhlas\u00ed s n\u00ed 63 % respondent\u016f pr\u016fzkumu.<\/p>\n<p>Nov\u00e1 pravidla poji\u0161t\u011bn\u00ed podle sm\u011brnice neplat\u00ed pro elektrokola, proto\u017ee motor u nich m\u00e1 pouze dopl\u0148kovou funkci. P\u0159esto \u0159ada \u010dlensk\u00fdch st\u00e1t\u016f EU je do regulace p\u0159idala nad r\u00e1mec unijn\u00ed sm\u011brnice a m\u016f\u017ee tak je\u0161t\u011b u\u010dinit i \u010cesk\u00e1 republika. \u201eNa\u0161e asociace se p\u0159ikl\u00e1n\u00ed k tomu, aby elektrokola nebyla v z\u00e1kon\u011b pro \u010desk\u00e9 u\u017eivatele zahrnuta pod povinnost poji\u0161t\u011bn\u00ed odpov\u011bdnosti z provozu vozidla, a to z toho d\u016fvodu, \u017ee u nich evidujeme malou frekvenci \u0161kod a je zde tak\u00e9 problemati\u010dt\u011bj\u0161\u00ed registrace.
