Evropsk\u00e1 komise tento n\u00e1vrh p\u0159edlo\u017eila loni, a to v\u010detn\u011b opat\u0159en\u00ed, kter\u00e1 p\u0159\u00edsn\u011bji reguluj\u00ed zplodiny vypou\u0161t\u011bn\u00e9 auty do ovzdu\u0161\u00ed. O v\u00fdsledku hlasov\u00e1n\u00ed informoval n\u00e1\u0161 \u010dasopis \u010dlen v\u00fdboru Ond\u0159ej Kova\u0159\u00edk.<\/strong><!--more--><\/p>\n<p>N\u00e1vrh nap\u0159\u00edklad stanovoval stejn\u00e9 mezn\u00ed hodnoty oxid\u016f dus\u00edku pro v\u0161echna vozidla, a\u0165 u\u017e maj\u00ed benzinov\u00fd, naftov\u00fd, elektrick\u00fd \u010di alternativn\u00ed pohon. V\u00fdznamn\u011b roz\u0161i\u0159uje po\u017eadavky na bezpe\u010dnost vozidel a tak\u00e9 zohled\u0148uje \u017eivotnost bateri\u00ed a emise z komponent\u016f jako jsou brzdy a pneumatiky. Po\u017eadavek na testov\u00e1n\u00ed p\u0159\u00edsn\u00fdch pravidel v re\u00e1ln\u00e9m provozu je jedn\u00edm ze sporn\u00fdch bod\u016f n\u00e1vrhu, a to zejm\u00e9na s ohledem na pln\u011bn\u00ed emisn\u00edch limit\u016f ve zcela extr\u00e9mn\u00edch j\u00edzdn\u00edch situac\u00edch.<\/p>\n<p><strong>Problematick\u00e1 implementace od roku 2025 odlo\u017eena<\/strong><\/p>\n<p>N\u00e1vrh na\u0159\u00edzen\u00ed Komise k Euro 7 obsahoval n\u011bkolik problematick\u00fdch bod\u016f, kter\u00e9 se jev\u00ed jako obt\u00ed\u017en\u011b provediteln\u00e9 nebo dokonce nerealistick\u00e9. Jak uk\u00e1zaly n\u011bkter\u00e9 studie, m\u011bly by tak\u00e9 v\u00fdrazn\u00fd dopad na zv\u00fd\u0161en\u00ed prodejn\u00edch cen automobil\u016f, zejm\u00e9na t\u011bch nejmen\u0161\u00edch typ\u016f.<\/p>\n<p>\u201e<em>P\u016fvodn\u011b se m\u011bla norma za\u010d\u00edt uplat\u0148ovat ji\u017e v roce 2025 pro osobn\u00ed vozidla, co\u017e by byl zcela nerealistick\u00fd term\u00edn. Prosadili jsme v tomto ohledu posun platnosti o dal\u0161\u00edch n\u011bkolik let a poskytli tak dostatek \u010dasu pro implementaci a p\u0159\u00edpravu. D\u00edky odkladu se automobilky nemus\u00ed ob\u00e1vat uzav\u0159en\u00ed v\u00fdrobn\u00edch linek a propou\u0161t\u011bn\u00ed zam\u011bstnanc\u016f. V\u00fdrobci rad\u011bji nevyrob\u00ed vozy, ne\u017e aby se vystavovali vysok\u00fdm n\u00e1klad\u016fm a ztr\u00e1t\u011b konkurenceschopnosti na trhu. Tak\u00e9 jsem spolu s n\u011bmeck\u00fdmi kolegy podporoval roz\u0161\u00ed\u0159en\u00ed na\u0159\u00edzen\u00ed o schvalov\u00e1n\u00ed nov\u00fdch vozidel s ohledem na pou\u017e\u00edv\u00e1n\u00ed syntetick\u00fdch paliv, aby se zachoval technologicky neutr\u00e1ln\u00ed p\u0159\u00edstup a roz\u0161\u00ed\u0159ila se vozov\u00e1 nab\u00eddka<\/em>,\u201c komentuje <strong>Ond\u0159ej Kova\u0159\u00edk<\/strong> \u010dlen v\u00fdboru pro dopravu EP.<\/p>\n<p><strong>Zjemn\u011bn\u00ed podm\u00ednek pro testov\u00e1n\u00ed emis\u00ed<\/strong><\/p>\n<p>Jednou ze zm\u011bn, kterou m\u011blo Euro 7 p\u0159in\u00e9st, je zp\u0159\u00edsn\u011bn\u00ed testov\u00e1n\u00ed emis\u00ed v re\u00e1ln\u00e9m sv\u011bt\u011b. Toto testov\u00e1n\u00ed bylo ter\u010dem kritiky ze strany v\u00fdrobc\u016f i koncov\u00fdch z\u00e1kazn\u00edk\u016f, jeliko\u017e v\u00fdrazn\u011b zvy\u0161ovalo n\u00e1klady a t\u00edm p\u00e1dem i po\u0159izovac\u00ed cenu vozidel.<\/p>\n<p>Proto dal\u0161\u00edm po\u017eadavkem ze strany parlamentu je sn\u00ed\u017een\u00ed n\u00e1rok\u016f na toto testov\u00e1n\u00ed. U emis\u00ed byly upraveny \u010d\u00edsla pro l\u00e1tky, kter\u00e9 ji\u017e podl\u00e9haj\u00ed regulac\u00edm Euro 6. Pro nov\u00e9 l\u00e1tky je po\u017eadov\u00e1no, aby Komise vyvinula testovac\u00ed metody, kter\u00e9 budou odpov\u00eddat testov\u00e1n\u00ed dle normy Euro 6.<\/p>\n<p>\u201e<em>P\u016fvodn\u00ed n\u00e1vrh Komise na testov\u00e1n\u00ed byl slo\u017eit\u00fd a n\u00e1kladn\u00fd, co\u017e by se odrazilo i na cen\u011b vozidla pro jejich u\u017eivatele. Zm\u011bny p\u0159ijat\u00e9 v dopravn\u00edm v\u00fdboru upravuj\u00ed podm\u00ednky testov\u00e1n\u00ed tak, aby byly spravedliv\u00e9, a z\u00e1rove\u0148 zajistily bezpe\u010dnost vozidla b\u011bhem test\u016f na silnici<\/em>,\u201c dod\u00e1v\u00e1 Kova\u0159\u00edk.<\/p>\n<p><strong>Pozitivn\u00ed zm\u011bny \u2013 z\u00e1kaz st\u00e1\u010den\u00ed tachometru a minim\u00e1ln\u00ed hranice pro v\u00fddr\u017e bateri\u00ed<\/strong><\/p>\n<p>Kova\u0159\u00edk rovn\u011b\u017e kritizuje unijn\u00ed po\u017eadavky na palubn\u00ed diagnostiku. Po\u017eadavky byly podle n\u011bj rovn\u011b\u017e p\u0159emr\u0161t\u011bn\u00e9, proto v\u00edt\u00e1 shodu mezi kolegy o tom, \u017ee je t\u0159eba upravit detaily na\u0159\u00edzen\u00ed tak, aby byly provediteln\u00e9 a neohro\u017eovaly bezpe\u010dnost silni\u010dn\u00edho provozu. V\u00a0dokumentu Euro 7 vid\u00ed Kova\u0159\u00edk ale i celou \u0159adu pozitivn\u00edch zm\u011bn.<\/p>\n<p><em>\u201eKrok spr\u00e1vn\u00fdm sm\u011brem je bezesporu z\u00e1kaz st\u00e1\u010den\u00ed tachometru nebo po\u017eadavky na v\u00fddr\u017e baterie u elektromobil\u016f. Pova\u017euji za z\u00e1sadn\u00ed nal\u00e9zt vyv\u00e1\u017eenou regulaci, kter\u00e1 p\u0159isp\u011bje k ochran\u011b \u017eivotn\u00edho prost\u0159ed\u00ed, ani\u017e by ohrozila budoucnost a konkurenceschopnost evropsk\u00e9ho automobilov\u00e9ho pr\u016fmyslu a dostupnost cenov\u011b dostupn\u00e9 mobility pro ob\u010dany. Proto v\u00edt\u00e1m, \u017ee se n\u00e1m poda\u0159ilo naj\u00edt shodu na d\u016fle\u017eitosti poskytnout automobilov\u00e9mu pr\u016fmyslu dostatek \u010dasu na p\u0159\u00edpravu nov\u00fdch pravidel,\u201c<\/em> uzav\u00edr\u00e1 Kova\u0159\u00edk s\u00a0t\u00edm, \u017ee mal\u00fdm v\u00fdrobc\u016fm bude poskytnuta del\u0161\u00ed lh\u016fta, aby mohli efektivn\u011bji implementovat nov\u00e1 pravidla.<\/p>\n<p>Hlavn\u00ed slovo za Evropsk\u00fd parlament bude m\u00edt p\u0159\u00edslu\u0161n\u00fd v\u00fdbor pro \u017eivotn\u00ed prost\u0159ed\u00ed. Kone\u010dn\u00e9 zn\u011bn\u00ed pak bude p\u0159edm\u011btem dohody mezi z\u00e1stupci Evropsk\u00e9ho parlamentu a \u010dlensk\u00fdch zem\u00ed.
