Ve v\u00fdsledku pak vl\u00e1da usiluje za nemal\u00e9 st\u00e1tn\u00ed pen\u00edze o novou montovnu VW na baterie, p\u00ed\u0161e b\u00fdval\u00fd mluv\u010d\u00ed \u0160kody MIlan Smutn\u00fd na blogu iDNES.<\/strong><\/div>\n<p><!--more--><\/p>\n<div id=\"art-text\" class=\"text\">\n<p>Kdy\u017e v roce 1990 cht\u011bly zahrani\u010dn\u00ed automobilky privatizovat \u010deskou st\u00e1tn\u00ed automobilku \u0160koda, vyhr\u00e1l koncern Volkswagen. Proti nab\u00eddce Renaultu, kter\u00fd cht\u011bl v \u010cesku vyr\u00e1b\u011bt mal\u00e1 auta s koso\u010dtvercem ve znaku, VW vyhr\u00e1l t\u00edm, \u017ee sl\u00edbil zachovat samostatnost zna\u010dky \u0160koda v\u010detn\u011b vlastn\u00edho v\u00fdvoje, v\u00fdroby a odbytu.<\/p>\n<p>V dal\u0161\u00edch 20 letech transformace st\u00e1tn\u00ed ekonomiky v priv\u00e1tn\u00ed pak zv\u00edt\u011bzil politick\u00fd koncept p\u0159iv\u00e9st co nejv\u00edce pr\u00e1ce v podob\u011b dotovan\u00fdch tov\u00e1ren zahrani\u010dn\u00edch investor\u016f vyu\u017e\u00edvaj\u00edc\u00edch levn\u00fdch \u010desk\u00fdch mezd. To je\u0161t\u011b umocnila p\u0159evl\u00e1daj\u00edc\u00ed kuponov\u00e1 privatizace, kter\u00e1 nakonec p\u0159es \u0159adu peripeti\u00ed skon\u010dila v lep\u0161\u00edm p\u0159\u00edpad\u011b v\u00fdprodejem st\u00e1tn\u00edho majetku do zahrani\u010d\u00ed, v hor\u0161\u00edm pak z\u00e1nikem \u010dinnosti.<\/p>\n<p>\u010ce\u0161i sice maj\u00ed tolik pr\u00e1ce, \u017ee zem\u011b m\u00e1 se sou\u010dasn\u00fdmi 3,5 % nejni\u017e\u0161\u00ed m\u00edru nezam\u011bstnanosti v EU, ale zhodnocuj\u00ed \u010dasto ciz\u00ed kapit\u00e1l. Zahrani\u010dn\u00ed vlastn\u00edci ka\u017ed\u00fd rok z \u010ceska leg\u00e1ln\u011b vyvedou na 300 miliard korun v podob\u011b dividend. Tyhle pen\u00edze se neprom\u011bn\u00ed v n\u011bjak\u00e9 z\u00e1sadn\u00ed nov\u00e9 investice v \u010cR, n\u00e1sob\u00ed jen majetek zahrani\u010dn\u00edch akcion\u00e1\u0159\u016f. Je mo\u017en\u00e9 nad t\u00edm b\u011bdovat, ale pro na\u0161i novodobou transforma\u010dn\u00ed historii sou\u010dasn\u011b plat\u00ed star\u00e9 moudr\u00e9 p\u0159\u00edslov\u00ed: Hloup\u00fd kdo (pro)d\u00e1v\u00e1, hloup\u011bj\u0161\u00ed kdo nebere (nekupuje).<\/p>\n<p>Jsme vzd\u00e1leni 30 let od transformace 90. let a vl\u00e1da Petra Fialy, jej\u00ed\u017e \u010dlenov\u00e9 se zap\u0159\u00edsah\u00e1vaj\u00ed nutnost\u00ed zmodernizovat \u010cesko a jeho ekonomiku co nejvy\u0161\u0161\u00ed p\u0159idanou hodnotou, sah\u00e1 po zcela zastaral\u00e9 a p\u0159ekonan\u00e9 metod\u011b l\u00e1k\u00e1n\u00ed zahrani\u010dn\u00edch investic. \u010c\u00edm jin\u00fdm je usilov\u00e1n\u00ed vl\u00e1dy \u010cR po tom, aby v \u010cesku koncern Volkswagen um\u00edstil svou tov\u00e1rnu na mont\u00e1\u017e bateri\u00ed s celkov\u011b slibovanou investic\u00ed 4-5 miliard eur, je\u017e nese honosn\u00fd n\u00e1zev gigafactory. To asi podle toho, kolik gigawatt\u016f drah\u00e9 elekt\u0159iny spot\u0159ebuje na v\u00fdrobu t\u011bchto a\u017e p\u016fltunov\u00fdch akumul\u00e1tor\u016f, jimi\u017e se maj\u00ed poh\u00e1n\u011bt \u010dist\u011b elektrick\u00e1 auta jako politicky schv\u00e1len\u00fd jedin\u00fd budouc\u00ed prost\u0159edek osobn\u00ed mobility v EU. Tov\u00e1rna slibuje zam\u011bstn\u00e1vat a\u017e 4500 lid\u00ed.<\/p>\n<p>Polo\u017eme n\u011bkolik z\u00e1sadn\u00edch ot\u00e1zek:<br \/>\n1) Kolik a v \u010dem jsou slibovan\u00e1 \u201evysoce kvalifikovan\u00e1\u201c pracovn\u00ed m\u00edsta, kdy\u017e drtiv\u00e1 v\u011bt\u0161ina zam\u011bstnanc\u016f mo\u017en\u00e9 gigafactory by jen z dovezen\u00fdch d\u00edl\u016f montovala baterie? P\u0159i\u010dem\u017e se d\u011bln\u00edk\u016fm se dnes \u0159\u00edk\u00e1 \u201eoper\u00e1tor v\u00fdroby\u201c. Nebo bude sou\u010d\u00e1st\u00ed dohody v\u00fdznamn\u00e9 vlastn\u00ed odd\u011blen\u00ed v\u00fdzkumu a v\u00fdvoje (R&amp;D)? To asi N\u011bmci do \u010cR nep\u0159esunou, jejich odbory by to ani nedovolily.<\/p>\n<p>2) Jak\u00fd typ baterie se m\u00e1 vlastn\u011b v po\u017eadovan\u00e9 tov\u00e1rn\u011b vyr\u00e1b\u011bt, kdy\u017e dotace ve v\u00fd\u0161i 3,2 miliardy eur, kter\u00e1 Evropsk\u00e1 komise v roce 2019 vy\u010dlenila na produkci vlastn\u00ed eurounijn\u00ed baterie, nem\u00e1 dosud \u017e\u00e1dn\u00e9 v\u00fdsledky a kl\u00ed\u010dov\u00e9 bateriov\u00e9 komponenty st\u00e1le z\u00e1visej\u00ed na dod\u00e1vk\u00e1ch z \u010c\u00edny? Ceny surovin na v\u00fdrovu bateri\u00ed, je\u017e dle Mezin\u00e1rodn\u00ed agentury pro energii doslova rabuj\u00ed zdroje Zem\u011b (na jednu p\u016fltunovou baterii se mus\u00ed vyt\u011b\u017eit a zpracovat p\u0159es 200 tis\u00edc kilogram\u016f surovin), neust\u00e1le dramaticky rostou a cel\u00e1 planeta na pl\u00e1ny na zelenou tranzici v\u010detn\u011b tot\u00e1ln\u00ed elektromobility nem\u00e1 ani dostatek zdroj\u016f.<\/p>\n<p>3) Koho chce v navrhovan\u00e9 lokalit\u011b v L\u00edn\u00edch u Plzn\u011b koncern VW zam\u011bstn\u00e1vat, kdy\u017e Plze\u0148sk\u00fd kraj m\u00e1 na podzim 2022 s 2,7 % ni\u017e\u0161\u00ed m\u00edru nezam\u011bstnanosti ne\u017e Praha a St\u0159edo\u010desk\u00fd kraj a zhruba dvakr\u00e1t ni\u017e\u0161\u00ed ne\u017e \u00dasteck\u00fd a Moravskoslezsk\u00fd kraj? Budou to v drtiv\u00e9 v\u011bt\u0161in\u011b dovezen\u00ed zahrani\u010dn\u00ed d\u011bln\u00edci i ze zem\u00ed mimo EU se v\u0161emi doprovodn\u00fdmi probl\u00e9my?<\/p>\n<p>4) Pro\u010d m\u00e1 koncern VW z\u00edskat stovky hektar\u016f v m\u00edst\u011b leti\u0161t\u011b L\u00edn\u011b a nejbli\u017e\u0161\u00edm okol\u00ed a vl\u00e1da se nezam\u00fd\u0161l\u00ed, zda by v rostouc\u00edm bezpe\u010dnostn\u00edm nap\u011bt\u00ed v Evrop\u011b st\u00e1vaj\u00edc\u00ed funk\u010dn\u00ed leti\u0161t\u011b v hloubi \u00fazem\u00ed \u010cR i EU vyu\u017eiteln\u00e9 pro arm\u00e1du jednou nemohla se spojenci velmi nal\u00e9hav\u011b pot\u0159ebovat?<\/p>\n<p>5) Jak se chce \u010desk\u00e1 vl\u00e1da vyrovnat se z\u00e1sadn\u00edm odporem radn\u00edch m\u011bsta Plzn\u011b a dot\u010den\u00fdch obc\u00ed, stejn\u011b jako majitel\u016f nezbytn\u00fdch soukrom\u00fdch pozemk\u016f, je\u017e jsou rozhodn\u011b proti projektu gigafactory? Nevzpom\u00edn\u00e1 si vl\u00e1da Petra Fialy na n\u00e1siln\u011b prosazen\u00fd projekt tov\u00e1rny na televize zna\u010dky Philips v Hranic\u00edch na Morav\u011b, kdy na zlomen\u00ed odporu soukrom\u00e9 majitelky dot\u010den\u00fdch pozemk\u016f byla nasazena vl\u00e1dou tehdej\u0161\u00edho premi\u00e9ra Milo\u0161e Zemana i tajn\u00e1 slu\u017eba? Po dvou letech tov\u00e1rna skon\u010dila svou \u010dinnost z d\u016fvodu zastaral\u00e9ho produktu. Je si vl\u00e1da \u010cR jista, \u017ee politicko-ideologick\u00e1 s\u00e1zka na tot\u00e1ln\u00ed elektromobilizaci neskon\u010d\u00ed krachem, a\u017e v\u0161echny zem\u011b vy\u010derpaj\u00ed mo\u017enosti dotov\u00e1n\u00ed n\u00e1kupu t\u011bchto nesm\u00edrn\u011b drah\u00fdch aut nav\u00edc v kontextu st\u00e1le v\u011bt\u0161\u00edho deficitu t\u00edm p\u00e1dem drah\u00e9 elekt\u0159iny?<\/p>\n<p>6) Uv\u011bdomuje si vl\u00e1dy premi\u00e9ra Fialy, \u017ee s \u010ceskem, Polskem a Slovenskem hraje koncern VW jistou formu podnikatelsk\u00e9ho pokru. Kdo z chud\u0161\u00edch zem\u00ed EU nab\u00eddne v\u00edce pen\u011bz a podpory ze st\u00e1tn\u00edch prost\u0159edk\u016f, ten tov\u00e1rnu VW dostane. P\u0159itom VW hraje v t\u00e9 miliardov\u00e9 h\u0159e betla &#8211; ve skute\u010dnosti VW i jin\u00e9 z\u00e1padn\u00ed korporace zoufale nutn\u011b pot\u0159ebuje takovou tov\u00e1rnu ve mzdov\u011b chud\u00e9 zemi, aby dok\u00e1zaly udr\u017eet nesm\u00edrn\u011b drah\u00e1 pracovn\u00ed m\u00edsta v N\u011bmecku, kdy 2-3 \u010de\u0161t\u00ed zam\u011bstnanci v koncernov\u00fdch struktur\u00e1ch vlastn\u011b dotuj\u00ed jedno n\u011bmeck\u00e9 pracovn\u00ed m\u00edsto (viz economy of scale). Trumf v podob\u011b slibovan\u00fdch pracovn\u00edch m\u00edst je tak sou\u010dasn\u011b fale\u0161nou kartou: pracovn\u00ed m\u00edsta v levn\u00fdch montovn\u00e1ch u\u017e \u010cesko nepot\u0159ebuje. Jinak by vl\u00e1da deklarovala, \u017ee zabetonuje strukturu n\u00edzk\u00fdch plat\u016f a mezd \u010cech\u016f.<\/p>\n<p>A jak\u00e9 jsou z\u00e1v\u011bry? \u010cesk\u00e1 vl\u00e1da by si m\u011bla vyhodnotit ned\u00e1vn\u00e9 sd\u011blen\u00ed \u010dlena nejvy\u0161\u0161\u00edho veden\u00ed koncernu Volkswagen Thomase Sch\u00e4fera, kter\u00fd je\u0161t\u011b loni \u0161\u00e9foval zna\u010dce \u0160koda a nyn\u00ed vede samostatnou zna\u010dku VW. Ten nikoli v ofici\u00e1ln\u00edm sd\u011blen\u00ed tiskov\u00e9ho odboru VW, ale na sv\u00e9m profilu na soci\u00e1ln\u00ed s\u00edti Linkedin uvedl, \u017ee probl\u00e9mem jsou hlavn\u011b vysok\u00e9 ceny plynu a elekt\u0159iny, d\u00edky nim\u017e je v\u00fdstavba tov\u00e1ren na v\u00fdrobu bateri\u00ed v N\u011bmecku a EU\u00a0<em>\u201eprakticky nerealizovateln\u00e1\u201c.<\/em>\u00a0Koncern VW m\u011bl 16. prosince rozhodnout, zda a kde si gigafactory chce postavit. P\u00e1r dn\u00ed p\u0159edt\u00edm nechal p\u0159es tiskov\u00e9 odd\u011blen\u00ed \u0160koda Auto do \u010ceska vzk\u00e1zat, \u017ee rozhodnut\u00ed odkl\u00e1d\u00e1, proto\u017ee m\u00e1 pr\u00fd dostatek \u010dasu. Tov\u00e1rna se m\u00e1 za\u010d\u00edt stav\u011bt v roce 2025 a produkovat od 2027. U\u017e tento styl komunikace ukazuje aroganci mocn\u00e9ho koncernu VW, jen\u017e tak zvy\u0161uje tlak na vl\u00e1du svrchovan\u00e9 \u010cesk\u00e9 republiky, aby zv\u00fd\u0161ila ze sv\u00e9 strany vklad do tohoto miliardov\u00e9ho pokru.<\/p>\n<p>Mezit\u00edm ve \u0160kod\u011b Auto, \u010desk\u00e9 100% dce\u0159in\u00e9 firmy koncernu VW, roste nervozita. Tu umocnila zpr\u00e1va agentury Bloomberg citovan\u00e1\u00a0<a href=\"https:\/\/www.idnes.cz\/ekonomika\/zahranicni\/nemecko-volkswagen-vyroba-prumysl-presun.A220923_080612_eko-zahranicni_jadv\" rel=\"nofollow\">port\u00e1lem idnes.cz<\/a>\u00a023. z\u00e1\u0159\u00ed, \u017ee kv\u016fli drah\u00e9 energii by koncern VW \u201emohl p\u0159esunovat v\u00fdrobu z N\u011bmecka a v\u00fdchodn\u00ed Evropy do jin\u00fdch zem\u00ed\u201c. P\u0159es st\u00e1le v\u011bt\u0161\u00ed levi\u010d\u00e1ck\u00e9 zp\u016fsoby zelen\u00e9 ideologie a p\u0159erozd\u011blov\u00e1n\u00ed v EU a nyn\u00ed i v USA spojen\u00fdch se stamiliardov\u00fdmi dotacemi drtiv\u00e1 v\u011bt\u0161ina spot\u0159ebitel\u016f v drah\u00fdch a zcela fale\u0161n\u011b ekologick\u00fdch elektrick\u00fdch autech nevid\u00ed \u017e\u00e1douc\u00ed produkt s p\u0159idanou hodnotou.
